Attempts by the Israeli government to encourage Palestinian migration from the West Bank, and even more so, from the Gaza Strip, began in the early months of the occupation. The Israeli government soon reached an agreement with the government of Paraguay to take in Palestinian refugees in return for payment. A tragic incident brought this experiment to an abrupt end.
