How to suppress a popular uprising

In the early days of the first Intifada, the head of the Shin Bet sent a secret telegram to the prime minister with recommendations on suppressing the popular Palestinian uprising. Along with severe restrictions on movement and trade, as well as access to education and employment, the telegram lists several measures designed to make the lives of Palestinians in the Occupied Territories more difficult, restrict their political activities and prevent the media from covering what was going on.
