In July 1965, senior members of the Shin Bet, the Israel Police, the Mossad and others were called in for a special meeting to draft guidelines for the government’s policy towards the Arab minority in Israel. Ahead of the meeting, a secret document was prepared by the Arab Affairs Advisor’s Office, proposing principles for limiting Arab society’s political power and increasing divisions within it.
